4th Annual General Assembly
Countdown to the Assembly
Opening day: Wednesday, 9 December 2026
Summary
The 4th General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL) will take place in Monrovia, Liberia, from 9–11 December 2026, hosted by the House of Representatives of Liberia. The General Assembly will bring together Africa’s legislative leaders, industry leaders and global experts under the theme “Enhancing Intra-African Trade and Investment through Legislative Leadership and Parliamentary Cooperation.”
The General Assembly will provide a platform for participants to examine practical ways of removing barriers to intra-African trade and investment, strengthening partnerships and harmonising legislation to unlock Africa’s trade and investment potential for sustainable growth and shared prosperity. Discussions will also consider the role of legislative leadership and parliamentary cooperation in addressing the infrastructural, institutional and regulatory barriers that continue to constrain intra-African trade, including the implementation of the African Continental Free Trade Area (AfCFTA) and the alignment of national laws and regulations.
The General Assembly will conclude with the adoption of the Monrovia Declaration, which will capture key outcomes and priorities arising from the discussions and inform the CoSPAL Secretariat’s programmes and priorities for 2027.
