The Rabat Declaration, adopted at CoSPAL’s 3rd General Assembly in Rabat, Morocco (December 2025), sets out a collective commitment by Speakers and Presidents of African legislatures to strengthen legislative leadership and parliamentary diplomacy in response to a changing global order. It affirms the role of parliaments in safeguarding democracy, peace, security, constitutionalism and inclusive development across Africa. The Declaration commits CoSPAL members to enhanced legislative oversight, deeper inter-parliamentary cooperation, youth and gender inclusion, sustainable economic transformation, and Africa’s fair representation in global governance, while also endorsing the institutional strengthening of CoSPAL and the expansion of its observer and diplomatic missions.
